Mall Rules

Mall of America® has always been a place for fun. We expect everyone in our building to treat others with respect, follow all rules and policies, and do their part to keep everyone else safe.

Mall of America reserves the right to amend or rescind any of the Mall Rules or make additional Mall Rules as needed for the safety, operation, and enjoyment of Mall of America. Mall of America is private property.
 

Prohibited

Prohibited conduct includes, but is not limited to:

  • Conduct that is disorderly, disruptive, which interferes with or endangers business or guests, or that disrupts Mall of America’s family-oriented retail entertainment environment.
  • Running, skating, skateboarding, bicycling, fighting, spitting, loud offensive language, throwing objects, obscene gestures, or gang signs.
  • Intimidating behavior by groups or individuals.
  • Loitering, sleeping, blocking storefronts, hallways, skyways, fire exits or escalators. Walking in groups in such a way that inconveniences others.
  • Picketing, demonstrating, soliciting, protesting, or petitioning. Unauthorized speeches, singing, or chanting.
  • Distributing materials without prior written consent of Mall management.
  • Graffiti, property damage, defacing, damaging or destroying any real or personal property, etc.
  • Leaving purses, bags, or other items unattended. All such items may be subject to screening/security check and may be dealt with as Security considers appropriate.
  • Direct or indirect threats of violence against Mall of America’s property, guests, tenants, or employees regardless of whether such threats were made on or off property.
  • Failure to comply with requests by Mall management or Security.
  • Consuming alcoholic/THC products outside of a licensed establishment or event.
  • Smoking or vaping tobacco on Mall property outside of designated areas. Smoking/vaping THC is prohibited.
  • Carrying or possessing guns/firearms, ammunition and/or weapons of any kind. Carrying or possessing any objects that look like a weapon or firearm. Guns are banned on these premises.
  • Using or possessing fireworks.
  • Use of radars, lasers, drones, or geographic information systems of any kind without prior written approval of Mall management.
  • Large-scale video, photography, or media shoots without Mall of America’s prior written consent. All other amateur photography is acceptable so long as it is non-disruptive and follows the Photography, Video and Phone Streaming Guidelines (www.mallofamerica.com/mediapolicies).
     

Violations of the Law

The commission of any act defined by Federal, State, or local ordinances as a criminal act is prohibited.
 

Clothing/Attire

Guests must dress appropriately for a family-oriented retail entertainment environment. Clothing must adequately cover the body. Such appropriate attire, including shirts and shoes, must be worn at all times. Inappropriate attire is prohibited and includes but is not limited to:

  • Wearing apparel which has obscene language, obscene gestures, offensive racial/religious/ethnic content, or apparel that is likely to cause a disturbance.
  • Wearing clothing that deliberately obscures the face, such as hooded tops, costume masks or balaclavas (face coverings worn for religious or health purposes are permitted).
  • Bulletproof vests or simulated bulletproof vests.
     

Service Animals

Only Service Animals (as defined by the ADA) trained to assist persons with disabilities are permitted within Mall of America.

  • Animals that provide only comfort or emotional support are not Service Animals pursuant to the ADA and are not permitted at Mall of America.
  • No pets are allowed at Mall of America.
     

Escalator Safety

When using escalators, hold handrails and attend to children.

Escalators are not to be used as stairways when not operational. No strollers or wheelchairs are allowed on escalators.

No sitting, running, or playing on steps or handrails of escalators. No walking/running the wrong way on escalators. No intentionally stopping escalators unless in an emergency.
 

General Parking and Deliveries

Hotel shuttles, taxis, and tour buses drop off and pick up passengers at the North Entrance with convenient access from American Boulevard. This entrance is located in MOA parking lot east of IKEA and north of Lindau Lane (North Lot). Signage is placed in these areas to guide guests to their vehicles.

Daily shuttles to and from Mystic Lake Casino Hotel are accessible in the Transit Center in the sub-level of the east parking ramp off 24th Avenue. Please note that RVs are not allowed to park or drop off within this area.

RV, semi-trailer truck, box truck, school bus, and charter bus parking is only allowed in the North Lot, located next to IKEA.

Any vehicle left unattended in the drop-off/pick-up area is subject to being towed at the vehicle owner's expense.

There is no overnight parking at Mall of America, which includes the North Lot. Any vehicle left unattended on the ring road will be subject to tow at the vehicle owner's expense. Vehicles parked overnight, in drive lanes, crosswalks, or in handicap accessible areas with no authorization are subject to being towed at the owner’s expense.

There is no dropping off, picking up, or parking allowed on the ring road surrounding Mall of America. Please park vehicles in designated parking lots and ramps.

Deliveries must utilize the inspection checkpoint located on the south side of Mall of America off Killebrew Drive. All delivery vehicles are subject to inspection. Documentation supporting the delivery must be provided.
 

Notices and Consents

The following notices and consents apply when visiting Mall of America:

  • By entering Mall of America, you consent to the use of your voice and likeness for any purpose without compensation in film, videotape, photography and/or sound recording, and you agree to release Mall of America from any liability on account of such use.
  • By entering Mall of America, you consent to the Mall’s use of facial recognition technology for safety and security purposes. Visit www.mallofamerica.com/frt for more information.
  • By entering Mall of America, you may be subject to periodic K9 searches and/or security interviews.
  • Mall of America occasionally conducts bag searches at entrances and certain key locations.
     

Child Supervision

Parents and legal guardians are expected to maintain supervision and responsibility for children at all times.
